Heather Kelley
President
Nearly 20 years of practical experience in leadership and management led Heather to launch Beam Reach Consulting Group. She works with both management and staff to establish short- and long-term goals, strategies, plans, and policies for BRCG. She additionally develops, organizes, implements, and evaluates BRCG’s fiscal function and performance. After earning a Bachelor of Science in Dietetics, Heather began working as a Product Manager and Consultant at Nutricia before becoming the Marketing Director and Client Relations Specialist at Chesapeake Financial Strategies. When she is not strategically leading BRCG staff and management, Heather enjoys spending quality time with family and friends, boating on the Severn River, and watching her kids participate on their local swim team.

Chris Kelley
Vice President
Chris collaborates with clients in developing strategic plans and innovation approaches to help them achieve their organization's goals. He assists in implementing approaches that identify and prioritize client efforts to improve energy infrastructure reliability and resilience. He has held senior leadership positions with FORTUNE 500 energy and consulting organizations. Before becoming a certified Project Management Professional (PMP), Chris earned his bachelor’s degree in Information Systems and Master of Business Administration in Global Strategy. When he isn’t collaborating with clients, Chris spends time outside as his son’s Scout leader, helping kids to appreciate nature and learn valuable skills. He also enjoys attending his daughter and son’s swim meets and completing home improvement projects.

Jimmy Ly
Service Delivery Manager
Jimmy has worked at Beam Reach since 2019. He mainly focuses on data analytics, compliance reporting, data management, risk management, and portfolio management. As a Certified Project Management Professional, Jimmy also supports project management efforts, performs cost reviews, and assists with reporting. He has over ten years of experience in data analytics, and over five years of experience in Data Management and incremental process improvement and implementation. Jimmy’s favorite part of working with the clients is sketching out solutions to their problems, and then implementing those solutions. For Jimmy, the more complex a problem the better. Outside of work you can find Jimmy reading a science fiction novel, challenging himself with a puzzle and videogames, rowing or swimming.
Jung Weil Senior Communications Strategist
Jung has more than 25 years of combined experience as a journalist, communications professional, content producer, podcast host, publications manager, writer and editor. She has previously worked at Kyodo News of Japan, Levick Strategic Communications and the World Bank. She continues to tackle the communications aspects of the world’s most pressing environmental challenges such as climate adaptation, natural disaster risk reduction, water resources management and clean energy development. She particularly enjoys developing communications projects in close collaboration with subject matter experts, using a balance of visual communications, data and compelling narrative. Outside of her client work, Jung is a guest lecturer at the University of Maryland and the John Hopkins Carey Business School. Her hobbies include running, studying history and theatre.
Joe Sabel Senior Advisor
Joseph utilizes his academic and professional experiences to help clients achieve their goals. Joseph attended Iowa state university, where he earned his bachelor's degree in Geology, He also has two masters degrees, one in Geology from South Dakota’s school of Mines, and another in International Security and Strategic studies at the Navy War college. This education has helped him tackle the challenges of working with many government organizations such as, the Environmental Compliance and Restoration and Energy Conservation, Western CONUS, USCG Deputy Energy, Environment, and Transportation, and the Department of Veterans Affairs. When Joseph isn’t working with his clients he is, wood or metalworking, hiking, sailing or eating the wonderful meals he cooks.
Denisse Parada Data Management Analyst
Denisse utilizes her data management experience to collect, interpret, analyze, and report data in order to recommend strategic direction for clients. She previously worked as a data analyst where she supported the Department of Energy OCIO federal staff with cyber security and information technology data requests for Federal Information Security Modernization Act (FISMA) and Integrated Data Collection (IDC). Denisse holds a Bachelor of Arts in Economics and is currently attending University of Maryland Global Campus for her master’s degree. When she isn’t managing data, Denisse enjoys traveling, playing soccer, cycling, going on adventures with her dog and camping.
Elizabeth Miller Communications Strategist
Elizabeth provides clients incisive expertise on how to communicate effectively with their stakeholders to achieve identifiable goals. Her approach to communication is informed by her extensive experience in consumer-facing roles and driven by a strong belief in the importance of a defined message. She has experience working with small business, corporate, multinational, and nonprofit clients across a variety of industries, including health care, energy, telecommunications, and political advocacy. Elizabeth earned her degree in communication, specializing in public relations, from the University of Maryland, College Park, and is currently pursuing a master’s degree in Communication, Culture & Technology from Georgetown University. In between work and school, she spends time volunteering and is passionate about helping others access resources that allow for personal and professional success.
Jess Jackson Graphic Design
Jess has over 12 years of experience working in graphic design and the creative field. She has used her skills to provide graphic design solutions and develop branding for countless companies. Jess now uses her skills and expertise to help Beam Reach with graphic design, and branding solutions. She now not only helps Beam Reach, Jess also offers design services for Beam Reach clients as well. Her favorite thing about the job is getting to know her new clients and helping them take a creative approach to solving their problems. When Jess isn’t working you can find her traveling, spending time with her dogs and family, and most importantly doing something creative.
Mark Mraz Managing Consultant
Mark supports clients in the development and delivery of projects to meet mission critical objectives; specifically supporting American public power utilities and rural electric cooperatives with cyber security initiatives with the goal of creating a more secure electrical grid from potential bad actors/hackers. Mr. Mraz holds a master's in business administration with a specialization in project management from the University of Dallas in Irving, TX. Additional past work experience includes work as the Director of Technology Initiatives for a major public resort and gaming entity in Las Vegas, Nevada where Mr. Mraz currently makes his home. Prior to his work in Las Vegas, Mark held project management, and process documentation/improvement roles as part of his work with The Federal Aviation Administration (FAA), The National Institute of Standards and Technology (NIST), and the Hawaiian Electric Company (HECO). Each morning and evening, Mark walks his chiweenie. In spare time, he explores culinary offerings. Off-hours, he volunteers as a coordinator for Current Initiatives, hosting Las Vegas Laundry Project events.
Maria Smith Data Management Analyst
Maria applies her extensive knowledge in managing, reporting, and handling sensitive data to assist both the Beam Reach team and clients. She has previously worked as a safety compliance officer, where she focused on data management for DOT compliance while adhering to the rules and regulations set by the FMCSA. Maria holds a Bachelor of Arts in Criminology and Criminal Justice. When she is not managing reports, she's busy creating cherished memories with her family and friends, immersing herself in mystery novels while soaking up the sun, and cheering for her son's soccer team.
Dominic Ligon Technical Writer
Dominic aids clients in crafting, improving, and structuring a wide range of technical documents. He holds a master's degree in professional writing from Kennesaw State University. Dominic has worked as a Technical Writer with a Fortune 500 firm, where he had the opportunity to create technical documentation, contributing to the company's communication and operations. Beyond technical writing, Dominic's passion for writing propelled him into the role of Editorial Director for a literary publication. In this role, he immersed himself in creative writing and editing, gaining insights into the nuances of language and storytelling. Outside of his professional pursuits, his hobbies include fishing, golfing, and collecting vinyl records.
